    为了纪念长达16天的反性别暴力运动,我在近几篇文章里阐明了存在于当今社会的一些暴力现象如何阻碍女性葆有人身安全的基本权利。但是在谈论性别暴力的时候,我们不能忽视一个事实,那就是虽然像家庭暴力、人口贩卖这类问题对女性影响尤为重大,它们终究不单纯是女性问题。它们归根到底还是人权问题。实际上女性问题在根本上就是人权问题,我们只有像关注人权一样对女权给予足够的重视,才能找到有效解决问题的办法。

       In honor of the 16 Days of Activism Against Gender Violence, the last few posts I've written have addressed some of the forces in contemporary society that threaten all women's basic right to live free from violence.  In discussing gender violence, however, it is important not to lose sight of the fact that, though issues such as domestic violence and human trafficking almost exclusively affect women, they are not merely women's issues.  Women's rights issues are human rights issues and need to be treated as such in order to be effectively resolved.

       On the surface, the statement that women's rights issues are human rights issues seems very obvious.  After all, women are humans.  However, until relatively recently, many governments did not treat threats to women's rights the same way that they did other human rights problems.  Many treated women's issues, particularly gender violence, as private issues that needed to be resolved without government intervention.  As a result, violations of women's rights were widespread and usually unreported.  Women are more likely than men to be victims of human rights violations, a disparity that was only accentuated by governments' refusal to recognize gender violence as a human rights violation.

       Realizing that women's rights were often not being adequately protected by governments, the United Nations issued the 1993 Declaration on the Elimination of Violence Against Women, which recognized the global prevalence of female-targeted violence.  In 1994, the UN appointed a Special Rapporteur to the Human Rights Council to specifically address the issue of violence against women.  The Special Rapporteur is mandated to collect information on violence against women and its causes and to recommend regional and international measures to eliminate this violence.  By working closely with the Human Rights Council, the Special Rapporteur ensures that violations of women's rights receive international political attention and that women's rights issues are dealt with as seriously as other, non-gender specific human rights.

       In 1995, Hillary Clinton (who was then First Lady and has since become the U.S. Secretary of State) spoke United Nations Fourth World Conference on Women and detailed why it is so important that threats to women's rights receive attention as human's rights issues.  She emphasized that it is not only in the interests of women to do so, but indeed in the interests of society as a whole.  Noting the importance of healthy families in creating a peaceful and prosperous world, Clinton asserted that it is impossible for society to flourish as long as women are undervalued and abused.  Ultimately, gender violence harms not only the women who are directly abused, but everyone around them as well.

       The attention given to the issues of women's rights by the U.N. has greatly improved the worldwide political status of women's rights.  Nonetheless, women remain the most common victims of human rights violations, a clear indication issues such as domestic violence and human trafficking continue to demand international attention.
